The Responsible Investment Team is responsible for implementing the fund's responsible investment strategy.

David Russell

Head of Responsible Investment

David is responsible for managing a team of five responsible investment professionals and implementing the trustee’s responsible investment strategy which focuses on integrating extra-financial factors into the investment processes across all asset classes and engaging with companies, and other assets, where responsible investment matters pose a risk to the fund’s investments. David joined USS in 2001.

David is a former board member of the PRI Association and is an advisor to the board of the Institutional Investors Group on Climate Change (IIGCC), which USS set up in 2001. He is also on the Board of the International Centre for Pensions Management, a member of the FTSE Environmental Markets Advisory Committee, and on the PRI Private Equity Advisory Committee. David has previously worked as an Environmental Manager for a UK retail company, and was for five years a university lecturer in Environmental Management. He has a Masters Degree in Environmental Impact Assessment.

Helen Hopkins

Senior Responsible Investment Analyst - External Assets

Helen is responsible for environmental, social and governance (ESG) due diligence and monitoring for USS’s external assets. The role includes the development and delivery of RI assessments for external mandates across long-only public equity managers, hedge funds, private equity managers, co-investments and the scheme’s direct holdings in infrastructure, debt and private assets.

Helen joined USS in 2007 and previously covered stewardship and proxy voting in developed and global emerging markets for listed equities. She has also participated in PRI working groups on vote confirmation and private equity, and contributed to the PRI report ‘ESG Monitoring, Reporting and Dialogue in Private Equity’ in 2018.

Prior to USS, Helen worked at UKSIF where she supported the development of the IIGCC and Eurosif amongst other projects. Helen has a BSc in Geography from Newcastle and holds the CII’s Certificate in Financial Planning.

Philipp Kloucek

RI Analyst

Philipp joined the Responsible Investment team at USS in February 2019 to focus on the integration and stewardship of Environmental, Social and Governance (ESG) issues in the scheme’s public market portfolios.

Prior to joining USS, Philipp worked for Institutional Shareholder Services (ISS) where he was employed as an ESG Consultant with a particular focus on proxy voting, advising clients on key governance matters and vote management. He has previously worked as an ESG analyst for VigeoEiris where he was responsible for company performance assessments and engagement as well as integrating ESG considerations into proxy voting policies. Philipp holds an MSc in Environmental Engineering together with a Diploma in Business Management from Imperial College London, a BSc in Environmental and Resource Management from the Brandenburg University of Technology and the CFA UK level 4 Certificate in Investment Management (IMC).

Patrick O'Hara

Senior Responsible Investment Analyst – Public Markets

Patrick joined the Responsible Investment team at USS at the beginning of 2014. He is responsible for the application of the RI strategy to public market assets held by USSIM. This includes overseeing the development and application of USSIM’s voting policy and providing the analysts in the equities and credit team with data and insights on ESG considerations for inclusion in their research process and recommendations. Patrick is also responsible for USS engagement programme on Environmental, Social and Governance issues within Public Markets.

Prior to joining USS, Patrick worked for Aviva Investors as an Environmental, Social and Governance (ESG) Analyst in the Global Responsible Investment Team where he led on the integration of ESG factors into investment risk analysis. He also worked as a Risk Analyst in the Investment Risk Team at Aviva Investors. Patrick has an MSc in Sustainable Development from Surrey University and a BA Hons in Economics and Public Policy. Patrick is IMC qualified and has completed the Chartered Insurance Institute Financial Planning Certificates and the Securities Institute Diploma in Investment Compliance.

Earlier in his career, Patrick worked for the FSA (now FCA) as a supervisor responsible for a portfolio of clearers, brokers and corporate finance firms. He also worked at the London Stock Exchange in the market compliance team, ensuring compliance with stock exchange rules and monitoring the trading activity of exchange member firms for market abuse.

Sandrine Lalmant

RI Analyst

Sandrine has eight years of experience in responsible investment. She joined in 2017 with a focus on the integration and stewardship of Environmental, Social and Governance (ESG) issues into public market assets and the due diligence and monitoring of private market assets and managers.

Prior to joining USS, Sandrine worked for a consulting firm. She advised the board members and senior managers of large banks on how to improve their governance practices. She also assessed the governance practices of development finance institutions’ portfolio companies. She previously worked for a proxy advisor and for an investment fund. Sandrine has two master degrees in Management from CEMS and Louvain School of Management. She has a BSc in Economics from the Universite Catholique de Louvain
