Investment executive

The board of Universities Superannuation Scheme Ltd is supported by a number of executives of the investment management company. Below are details of the investment management company senior executives.

Simon Pilcher

Chief Executive Officer

Simon was appointed Chief Executive of the wholly-owned investment management subsidiary of USS Ltd (USS Investment Management Ltd) in October 2019. He started his career in asset management in 1987 at Morgan Grenfell before moving to Prudential in 1998, a year before it acquired M&G Investments. At M&G Prudential, he led the Fixed Income and Alternatives businesses for two decades before being asked to become Chairman of Real Estate with a combined team of over 500 employees and around £160 bn in assets. He was also a member of the Executive Leadership Team. During his tenure at M&G Prudential, Simon championed innovation and pioneered new products in Europe, for example: Leveraged Finance, Infrastructure Private Equity, Commercial Mortgage Lending and, more recently, Specialty Finance and Impact Investing. He has a degree from Cambridge University.

Howard Brindle

Chief Operating Officer

Howard was appointed Chief Operating Officer for USS Investment Management in March 2012. Howard was previously head of JPMorgan’s European Transfer Agency Product and Chief Administration Officer for Lehman Brothers Asset Management Europe. Howard has BA Physics degree from Oxford University.

Guy Coughlan

Chief Risk Officer

Guy joined USS from Pacific Global Advisors where he was Chief Risk and Analytics Officer. Guy has also held several senior risk roles at JP Morgan, where he spent 17 years and finished as Head of the Pension Advisory Group in Europe.

Dominic Gibb

Group Chief Financial Officer

Dominic was appointed Group Chief Financial Officer in December 2017. Prior to USS he worked as a Managing Director at Lehman Brothers on their insolvency; he was previously EMEA Financial Controller, EMEA Mortgage Division CFO and EMEA Head of Expense Management & Procurement. Before Lehman Brothers he held various divisional and group CFO roles at Genesis Housing Group, Balfour Beatty plc and Unilabs SA.

Kevin Purcell

Chief People Officer

Kevin joined USS in October 2018 and has over 25 year’s international business, change management and Executive Human Resources experience in a variety of blue chip financial services companies including: Hudson Advisors, Barclays, UBS and Credit Suisse. He started his career as an Information Technology manager at the Portland Hospital in London prior to moving into Human Resources.

Mirko Cardinale

Head of Investment Strategy

Mirko Cardinale is Head of Investment Strategy at USSIM where he is responsible for the design of USS’ strategic asset allocation processes.

Prior to his role at USSIM, Mirko was Head of Asset Allocation-EMEA at Russell Investments where he was responsible for designing model portfolios and reviewing the asset allocation of EMEA funds. Before his appointment at Russell, Mirko was Head of Strategic Asset Allocation and Multi-Asset Fund Manager at Aviva Investors, where he was overseeing the asset allocation positioning of UK life and pension funds as well as managing the DC default fund for the Aviva Staff Pension Scheme. Prior to his role at Aviva Investors Mirko was also a senior investment consultant at Watson Wyatt (now Towers Watson), where he built an offshore research team in Uruguay, and a Research Manager at Financial Times Business.

Mirko holds a PhD in Finance from Imperial College, London with a thesis on the interrelationships between pension funding and capital markets, an MSc in Economics from Universitat Pompeu i Fabra, Barcelona and a BSc in Economics from Università Bocconi, Milan.

Mirko’s mother tongue is Italian and he is also fluent in Spanish, Portuguese and French.

Elizabeth Fernando

Head of Equities

Elizabeth joined USS in January 1995 as Head of European Equities and was promoted to Deputy CIO in January 2006. In August 2012 Elizabeth was appointed Head of Equities at USS Investment Management. Prior to joining USS Elizabeth worked at Lloyds Investment Managers Ltd in a variety of roles including UK Smaller Companies and more latterly European Equities.

Elizabeth holds an MA in Philosophy, Politics and Economics from Oxford University and is an Associate Member of the UK Society of Investment Professionals (UKSIP).

Jeremy Hill

Group General Counsel

Jeremy rejoined USS as Group General Counsel in August 2014. Jeremy first worked at USS between 2009 and 2011 as general counsel for the investment management function. His previous roles have included responsibility for various areas of the legal coverage for the EMEA business at Morgan Stanley Investment Management, vice president at Merrill Lynch Investment Managers and legal advisor at the London Stock Exchange. Jeremy was General Counsel and a main board director at Martin Currie Investment Management.

Mike Powell

Head of Private Markets

Mike joined USS in 2006 to form the Alternative Assets programme. Mike has overall responsibility for the Private Markets Group and is Chairman of the Private Markets Investment Committee which approves investments within Private Markets.

Mike graduated with a First Class Honours degree in Economics from Warwick University and is an Associate of the UK Society of Investment Professionals (UKSIP).

Victoria Timlin

Deputy Chief Operating Officer

Victoria joined USS in October 2015 as Head of Governance and was appointed as Chief Compliance Officer in September 2017. Victoria qualified as a Chartered Accountant in 2010 with Deloitte, where she worked for 4 years in the financial services audit practice. Prior to USS, Victoria was at Martin Currie Investment Management for 4 years – initially in the compliance team, and then as Head of Governance/Company Secretary for the firm.
